On February 2, the Cabinet of Ministers decided to hand over the source code, operational guidelines and the necessary technical documentation of the Latvian mobile app ”Football” aimed at promoting the cooperation with the public to reduce administrative burden and disproportionate bureaucracy to the Directorate-General for Informatics (EC) free of charge.  

The European Commission has shown interest in the functionality and customization of the mobile app “Football" developed by the State Chancellery to ensure a similar platform for receipt of residents’ comments about the services delivered by public authorities in all Member States of the European Union (EU). The EC plans to develop a free app "Open Football”, which will be based on the application “Football" developed in Latvia.

”By handing over to the European Commission the digital solution created in Latvia that is aimed at measuring the efficiency of performance of the public administration and communicating with its citizens, we confirm to entire Europe our ability to create innovative, digital and functional solutions. It means that Latvia can”, says Director of the State Chancellery Mārtiņš Krieviņš.

Promoting the cooperation among the public administration institutions of the European Union, reducing the administrative burden, and promoting the efficiency of public administration are the priorities in the interoperability solutions’ program of the European public administration institutions.  

The mobile application ”Football” developed by the State Chancellery is a digital tool to promote public participation, improve the customer service culture in public administration and to assess the performance of public administration employees by submitting their feedback.

”Football” has triumphed in the mobile app contest ”World Summit Award Mobile (WSA Mobile)” organized by the United Nations and ranks among the 40 best globally.  ”Football” also ranks among TOP 5 mobile applications globally in the category”m-Government & Participation”.

The application is available for users of Android and iOs mobile appliances.
