Preparation of the draft memorandum was initiated by the non-governmental sector (NGO) following the meeting of 21 NGO representatives with Prime Minister Aigars Kalvītis on January 13, 2005. The document has been developed with the aim of facilitating operation of an efficient public administration system that meets the interests of the society by ensuring involvement of the civil society in the decision-making process. The current wording includes proposals of NGOs, as well as suggestions and editorial changes by the State Chancellery. During the preparation of the text, more than 40 organizations expressed their opinion and submitted proposals.
The Memorandum was signed on June 15, 2005 by the authorized representative of the Government – Prime Minister Aigars Kalvītis, and representatives of 57 NGOs.
