On Tuesday 22 October, the Cabinet of Ministers took note of the information report of the Ministry of the Interior ‘On the State of Play in Supporting the Ukrainian Civilians’, which summarises data on the support provided to Ukraine's civilians in 2024 and outlines the proposals of the public authorities for future support measures. Accordingly, the Ministry of the Interior, in cooperation with other competent authorities, developed a plan of support activities for 2025, which is currently under inter-institutional coordination.
There are currently 46 512 Ukrainian civilians with temporary protection status in the Register of Natural Persons, 61% of them women and 39% men.
A total of 67 971 residence permits have been issued to Ukrainian civilians since the beginning of the war. The number of residence permits issued in 2024 remains moderate and stable.
In the first nine months of 2024, 17 871 Ukrainian citizens have entered Latvia across the external border. The flow remains moderate and stable, while there is an increase in arrivals during the summer months, which is explained by the traditionally more active travel during the summer months. It should be noted that the majority of Ukrainian citizens cross the territory of Latvia for transit purposes. In 2024, most of them arrive at Riga Airport - 63%, from Russia - 27%, and from Belarus - 10%.
The support funding for Ukraine in 2024 amounts to EUR 70 000 000 (compared to EUR 71 139 692 in 2023 and EUR 78 501 827 in 2022).
As of 17 September 2024, 9 080 Ukrainian civilians are in active employment. The most common occupations are cleaner, auxiliary worker, salesman, cook and workshop worker. It should also be stressed that a relatively large number of Ukrainian civilians in Latvia are also employed in the healthcare sector.
As of 2 September 2024, 29 796 Ukrainian civilians were registered with the State Employment Agency, including 9 433 Ukrainian civilians granted the status of the unemployed. In addition, as of 2 September 2024, the State Employment Agency has registered 16 219 applications from Ukrainian civilians for employment start-up benefits.
